Dr. Courtney Henderson
Principal
Dr. Courtney Henderson is an energy, climate, and health strategist with 20 years of experience in those sectors. Her work has taken her throughout the United States and as far afield as Western Africa and Northern India. The thread throughout her career has always been partnering with, and serving, under-resourced customers, constituents, and communities.
Dr. Henderson brings a wealth of utility, equity, affordability, and decarbonization experience. She founded Hawks Peak Strategies, Inc. to provide strategy and consulting services for consumer advocacy organizations and utility clients. Hawks Peak Strategies specializes in customer-centric research, market strategy, branding and go-to-market services, policy and regulatory solutioning, and utility rate case expert testimony.
In 2024, Dr. Henderson testified as an expert witness in a high-profile rate case, focused on low-income discount rates. Her testimony focused on income eligibility, verification processes and procedures, and marketing, education, and outreach efforts. Several of her recommendations were adopted by the Massachusetts Department of Public Utilities. She has also helped countless utility clients – such as Georgia Power Company, Evergy, PSEG Long Island, the Massachusetts Program Administrators, and many others – to achieve their energy goals to move toward a cleaner, more equitable energy future.
Dr. Henderson is also a sought-after speaker in the areas of elevating and equitably engaging hard-to-reach utility customers. She has given talks for the National Association of Regulatory Utility Commissioners, National Energy and Utility Affordability Coalition, National Association of State Utility Consumer Advocates, Behavior, Energy, and Climate Change conference, Midwest Energy Efficiency Alliance, California Efficiency and Demand Management Council, and others.
Dr. Henderson brings a unique lens to the energy industry in that she is also an elected official with experience crafting local energy and climate policy. She was elected to City Council in 2020, immediately nominated to Vice Mayor, subsequently to Mayor of Truckee, California, and re-elected in 2024. She holds a Bachelor of Science from Cornell University, a Master of Public Health from Brown University, and a Doctorate in Public Health from the University of California, Berkeley.
